'user' means that a non-privileged user can execute the mount in question. However, that require root privileges, so 'user' will only work if the mount.* in question has the SUID bit set (mount.cifs in this case). At boot time, /etc/fstab is processed by the root user, and thus the SUID bit is unnecessary.
