After quite a bit of hunting, I eventually found 
http://apt4rpm.sourceforge.net/web-apt-rep.html which provided me with :

genbasedir --progress --flat --bz2only /home/joe/public_html/i386

Note, this was for Synaptic on an RPM based distro rather than Debian. None 
the less, your makefile will come in very handy for the next project.
