M4 is evil to my mind also, I remember the faces at the end of a manlug talk on sendmail's config when I asked would people use M4 for their projects.
M4 is a horrid, I think the C preprocessor does it all much better.

Its http://freemadi.alug.org.uk/ its still very very very much under development. I don't think there are any spelling mistakes but In think I need to check the links again. Also the HTML needs tiding up and I will eventually put CSS in.
My session management system has been delayed by me playing with kylix, but it is simple. PHP is nice and fast to develop I here but I have also heard very good things about perls template model for web page generation but perl's not my cup of tea. I would be playing with AXkit if it was. (perls templates are not the same as c++ templates).
I am warming to perl, I am starting to like it. Although it can be a very write only language.
Maybe you could give us a list of features you wish to support
Basically I want a uniform look and feel which is wrapped round the content. I also want the menu on the left to vary depending on what page you are on i.e. on the diving page you see all the Diving pages options but not the computer ones, just the top levels. I also want something which generates validated html which I can then ftp up so it is static but I keep content from the look and feel.
I also want to use CSS but haven't found a good intro to it yet.
