Every tear our local Lions Club (of which I'm a member) do a Santa float around local streets, and last year I allowed people to track us, which sounds similar to what you need.
We used http://sharemylocation.info and it worked pretty well for our needs.
I can't comment on privacy or other concerns (given our objective was to publicly share our location on Facebook they weren't high on our list!) but it's not Google which seems to be your main criteria.
