Not as such, FAT32 actually performs reasonably so (for smaller disk volumes anyway)
You do of course have no effective filesystem permissions and it's not as good at recovering from errors as NTFS 5. Windows XP will refuse to format a FAT32 volume bigger than 32GB (although larger sizes are possible it's just the format tool in Windows won't let you do it). There are also file size and number of entries in a single directory limitations (I can't remember them at the moment)
