The only obvious way I can think of is XFS on SGI Irix allows you to reserve a certain amount of I/O capability, XFS on Linux doesnt' yet support I/O reservation afaik so it isn't much of an answer really. Even then, I'm not sure if it actually allows you to set a limit on the maximum amount of data you can transfer. The other way would be to perhaps use rsync with the --bwlimit= option?
