Steve jumped to first place on the list when his votes matched sfr's but Joe didn't jump to the top when his votes matched the other two.
So Steve isn't winning, he is in a 3 way tie.
Someone has newly voted for Joe's, so we have a tie between Steve and Joe - mine doesn't count.
The rest is a matter of Time.
