Well, not knowing exactly what it is that you want to "blue cast" makes it a little tricky to know how to answer this, and without knowing wether it's supposed to just spam every bluetooth device that it discovers or wether it's supposed to wait for the device to send it a message first is another problem...
But, basically speaking, I can't see why you'd need anything more than the bluez tools and some basic shell scripting.
