XGL in itself an OpenGL layer for X. On it's own it does nothing that looks new (although it will make an xserver faster if you have hardware acceleration)
Compiz is a composition/window manager and it's that bit that generates all the fancy effects you can see (well more accurately plug-ins for compiz) in screenshots all over the web...it just needs Xgl to do it.
