A reboot solved it once I'd added a firewall rule for port 1935/tcp and set the thing to listen on the IP address of the box.
I just need to add the web pvr to automatically run at machine start and that's it, job done. On to the owncloud stuff now.

I've been playing with iPlayer again recently and got the remote web page working only to find that what I was wanting to record couldn't be accessed via the search or web pvr. BBC can be downloaded if you do it from the command line though with the pid - now all I need is some more disk space on my server (although to be fair it I was only experimenting on that because it is in the process of being decommissioned). The next challenge will be when you are forced to login to get at iPlayer!
I'm further ahead on owncloud, or rather nextcloud, the only down side is that I managed to trash both the master config.php and the backup one - doh! It is only an experimental installation, but those things tend to sneak up on you and you suddenly realise how much you are using them!
I was upgrading from the 9.x series to the 10.x series manually because my June install seemed to insist that it was up to date, whereas my nice little nextcloud box (WD drive, case, Raspberry Pi and custom Ubuntu install if you havn't heard of it) turned out to be more up to date. The next challenge is Federating the two, so explororing the Snap install and working out the cleanest way to install an SSL certificate.
