ASCII Art! Or Dia. Or Graphviz (maybe). Inkscape? Of these, I suspect only ASCII and Dia can handle network diagrams. Any more? - Srdj

Or Kivio which has a very visio like interface. It's OSS but plenty of the stencil templates sadly aren't.
if you're looking for a tool to quickly draw usable UML diagrams, I recommend UMLet (www.umlet.com). There's also umbrello for UML modelling (that's at least much more of a proper modeller than UMLet, which is just a drawing tool), but last time I tried umbrello it wasn't entirely stable.
