This is a very useful reference, but it really only talks about standard system files and directories, not about user areas.
Indeed, but one suggestion was under /usr/share, which is mentioned in this document, so I thought it worth mentioning. Anyway, I doubt many people would think /usr/X11R6/lib was a good place for it ;-)

The best place for it would be either a new mount point under / like /share or I would tend to put it under /home give it a user account (disable the login maybe) put it into a group that all the people who need the files are in too and change the permissions to 1770 or make it setgid (I can't remember which right now) so that people can get the right create masks etc. The other advantage of this is that it will mean no changing your backup plan as you were already backing up all of /home weren't you...
