Could you not install something like Hummingbird Exceed on the windows PCs so that they can open xterms and the program that way? I use Exceed on my windows PC here at uea to access a range of software from a variety of unix boxes.
I think there is some package available that does the same sort of thing as Exceed but is free. Unfortunately I can't remember the name of it.

Cygwin has XFree86 available see: http://www.redhat.com/software/tools/cygwin/
This makes a good replacement for exceed as a free XServer for Windows.
