My view on this topic is that a new subscriber should be pointed towards the FAQ, a link to a guide on netiquette, and perhaps one of those Newbie guides (i.e. don't expect an answer if you give no info).
In regards to off-topicness, people seem to self-regulate and move things to social when things go too far off topic. Sometimes, someone sends a mail nudging them in that direction (let's take this to social guy/gals). I have only been on the list for a year or so, and self-regulation in general seems to have worked fine.
And for headers, the FAQ sums it up. For newbies especially, their LUG is essential for them to start using Linux (how many times has a newbie said "I can't get my modem working????"), so perhaps their only recourse is to use work e-mail. Or perhaps they can't afford a landline/net connection. ALUG is the friendliest LUG I have seen so far since it (as a sort of egregoric entity) doesn't alienate people. Let's keep it that way!
