Have you looked in dmesg to see what messages appear when you plug it in?
On my machine, an external USB 3 drive (it has SATA internals) appears as /run/media/chris/New\ Volume/ where 'New Volume' is the name of the drive.

No, not yet.

I have looked at 'Computer' and there's no trace of it there. All the usual drives mentioned, as are any other storage media I plug in.
dmesg does mention it, but doesn't say anything useful AFAICS. (It's only a USB2 device, but I don't expect that makes any difference to whether it's seen by Mint, or not.)
Ah! That USB2 must have been taking its time...
Now it shows. Must make a mental note not to look until the pretty blue light goes off.
