apxs is the part of Apache that generates an Apache DSO; you can't build an Apache module without it. I think you mentioned you're using Debian; do you have the apache-dev package installed?
Hurrah! Here we find why I took 3 weeks to fail to install it properly. Wait till your trying to install GD support, dependency knightmare!
But back to the topic, I found you needed to recompile Apache before PHP then compile PHP then I think you had to some other weird and wonderful compilations to get it to all work. Eventually I gave up and used C :o)
It was exactly this problem which I had.
