When browsing the home network, specifically on Windows as far as I can recall, there seemingly is no other device on the network in the entire house, which is of course not the case at all.
Obviously this causes issues when trying to browse shared folders and so forth.
Internet is connected to the system from a LAN switch which in turn is connected to a homeplug device, that obviously, recieves the internet from the router upstairs.
I am wondering if there is a simple solution that I am missing here!

Does the device connecting the homeplug network and the LAN work as a router or a bridge?
A bridge would either copy everything from one network to the other or learn based on MAC address where things are and work that way. There should be no configuration required - it should just work.
With a router it will probably be necessary to set up some static routes. If you want more detail about what they would be we'd need more detail about your network.

Adding to this now, having reset the homeplug device, and the router, I still have access to the internet, and can also ping all other systems on the network.
However I am still unable to browse any thing even via \NAME or \IP.
Last time I had this issue it was down to a NAT/PAT issue. I could ping anywhere, but not see anything in a browser.
