- some make install routines don't check, and consiquently
cockup if it's missing.
It definetely exists.
Any more ideas?

Not ones that are very easy to verify by remote control.
Firstly, find out exactly which directory isn't being created, or if it really is the file that's not there. If the directory is missing, then give make a hand, and create it manually. If it's the file that's missing, then copy the file manually from the build tree to it's destination. Either way, it sounds like the Makefile is slightly buggered.

And the $HOME/downloads/ssh directory too? You really should just ask the admins if you want ssh installed. It, or lsh, should be in most places, I think.
In other news, you couldn't connect to EFnet because your reverse DNS had fallen over, from the looks of it.
