I'm not sure what you mean by "securely", but I can do .uk and .com/net/org/biz/info domains. I can also host (new server room and 2meg pipe here in Ipswich) on Gentoo Linux (Athlon 1800XP, 256mb, 60GB ATA133 boxes).

Basically a quick search showed very few encrypted connections for entering ssl/https when connecting to the registering sites, as for hosting I was going to use my NTL cable connection for time being so I could have a shell and could play with some stuff.
