Nah the easiest way to do food would be get people to nominate the food master, and get other people to say they are coming and going to bring x, y or z. The most expensive stuff is of course going to be meat and booze so you tell people to bring enough for themselves and a bit extra to share. Then you ask for volunteers to do other things like salads, bread etc.
The best way to do this is also ask which people will be taking part in the bbq, hopefully if all goes to plan then there should be enough for everyone who wants food and just enough extra to go around for newbies.
Also do you actually have the bbq part of the equation, I mean the bit that burns the coal, or indeed enough of them?
All of the method documented above has worked quite well in my experience at all the illegal summer partys I have attended in the past, you don't bring food you get nothing unless you have arranged to pay someone for something they are bringing.
